Mueller administration sees leadership changes; Warner leaves Council.

SOUTH BEND — South Bend Mayor James Mueller's administration is undergoing leadership changes as 4th District Common Council member Troy Warner becomes the new chief of staff and the current chief of staff, Darryl Scott, becomes the new executive director of Community Investment.
Warner will conclude his time on the Common Council on Friday, May 15, and will begin as chief of staff Monday, June 1. Scott will begin transitioning from chief of staff to executive director Monday, May 18.
“Troy Warner and Darryl Scott both bring deep public service experience and a proven track record of delivering results for our residents to these critical leadership positions,” Mueller said in a press release. “Together I am confident the city will keep moving forward on public safety, a brighter future for every neighborhood and the core services that make South Bend a place people choose to call home.”
These changes follow the departure of Jordan Gathers, who had served as executive director of Venues Parks & Arts until May 1. That same day, Gathers became the deputy mayor for neighborhoods under Indianapolis Mayor Joe Hogsett, according to the Indianapolis Recorder.
Outside his time on the council, Warner serves as deputy prosecuting attorney and legal advisor to St. Joseph County Sheriff Bill Redman. Warner has served as chair of the Committee of the Whole and the vice-chair of Health and Public Safety, as well as serving as the president of the Redevelopment Commission.

“I’m proud of what the city and council have achieved during my tenure,” Warner said in a press release. “I appreciate Mayor Mueller’s trust in my experience and am honored to join his team as we work to improve our city for all residents.”
Scott has served as chief of staff in the Mueller administration since September 2024. According to previous Tribune reporting, Scott came to South Bend from Durham, North Carolina, to be Mueller's chief of staff. He worked stints under former Mayor Anthony Foxx of Charlotte, North Carolina, and other officials in public service. He served as special assistant at the U.S. Department of Commerce during the Obama administration.
Darryl Scott is the new executive director of Community Investment.
The Community Investment executive director position was once held by Caleb Bauer, who left the role in late January to pursue "another opportunity," according to Tribune reporting.
“It has been an honor to serve in the Mayor’s office and help advance priorities that make a real difference for South Bend residents," Scott said in a press release. "I’m proud of what we’ve accomplished together, and I’m excited to carry that momentum into the Department of Community Investment, where I can continue working to strengthen neighborhoods, support strategic growth and create opportunity across our city."
